There is a bug in SimCity which cause SimCity write to port 0x50, which dsx86 dislikes. Patrick helped me do a proper bug fix.

In order words, open simcity.exe in a hex editor. Search for "22 ED 74 09 B0 03 BA CE 03 EE 42 EB 00 8A C5 EE" and change the 09 after 74 in your hit to 0C.
